Negotiations are still proceeding be. tween the English and French Governments with regard to the question of deporting recidivistes to the Western Pacific.
The Right Honorable Mr. Campbell Bannerman, Secretary of State for War, stated in the House of Commons today in reply to a question, that it was the intention of the Government to withdraw the British troops from Assouan, on the first cataract in the Nile, the position of Wady Haifa, on the second cataract being held by Egyptian troops. LONDON, March 23. In the House of Commons last night, Mr. Howard Vincent moved a resolution affirming the necessity of increased capitaj tion grant to the volunteers of Great Britain. Mr. Gladstone spoke in opposition to the resolution, stating that he resented any increase in the army estimates. After considerable discussion, the division was taken, when the motion was rejected by a narrow majority. Mr. Campbell Bannerman, Secretary of State for War, in f ormed the House that her Majesty's Government considered the maintenance of the present large force in Egypt was an unfair strain on the army, and proposed to reduce the garrison to eight thonsand men during the current year. SYDNEY, March 23. A railway accident occurred yesterday on what is known as the Little Zig-zag, a portion of the Great Western Railway, over the Blue Mountains. Fortunately no lives were lost, the passengers escaping with some slight injuries and a severe shaking. The German squadron, under the command of Admiral Knors, has left for Auckland. MELBOURNE, March 23. News from Border Town, a small township on tho boundary of Yictaria and South Australia, states that a household of nine persons has been accidentally poisoned by arsenic. Two children are dead, and a woman and another child are in a precarious condition. The other five persons have recovered from the effects of the poison.
