CLOSURE.
LONDON, November 17.
Since the passing of the second of the Hon. W. E. Gladstone's new procedure rules on Wednesday evening, more rapid progress has been made in the House. During the sitting yesterday, the third, fourth, and fifth rules, relating to debates on motions for adjournment, divisions, and irrevelance, and repetitions, were carried.
