WAIMATE ROAD BOARD.

The Board met at 3 p.m. on Thurs-, day. Present — Messrs. Inkster; Wilkie, Sutherland, and Torke ; later, Mr. R. Dingle. The minutes of the previous meeting were read a»d confirmed.

The Chairman pointed out that the minute relating to the rate was illegal. He had looked up the matter since the last meeting, aud found no rate could be levied prior to the date of the proclamation of" the JKoad, 2>isfrict. under the circumstances, as soon as a raterbook came to hand, it would be necessary to levy a rate of Is. from July Ist np to March 31st, say nine months. It was resolved that a rate of Is. in the £ be publicly notified, as required by the Rating Act, as soon as the rate book shall have been prepared ready for inspection, the rates to be payable within one month from the date of notice

No person having been nominated for the vacancy caused by Mr. Crawford's retirement, the Board agreed to appoint Mr. R. Dingle, under clause 17 of the Taranaki Ordinance, 1858, which did not appear to have been repealed. Mr. Dingle was communicated with, ami took his seat.

The engineer's report was read and received. It set forth that certain repairs had been done by day work on the Normanby road ; also that the extension of the Okaiawa road was near completion. The work on Scott's roael iras being- proceeded with slowly. A balance sheet was presented, showing what amount had been authorised and what had been expended on each road Avithin the district. The unspent balances available were generally speaking very small. Mr. In lister thought that his ward had not had its full share. According to a return he had prepared there was a balance coming to his end of the district.

An examination of the accounts showed that there had been £1132 expended since the first payments were made to the Patea, County Council.

On the motion of Mr. "Wilkie, it ! was resolved that any creeks on the \ Inaha road he reudered passable for dray traffic on the line leading to the iSormanby road • the engineer io prepare plans and specifications, and to forward the required schedule to the Commissioner of Crown Lands, to be authorised. The Chairman and Mr. Dingle were appointed to accept tenders, to close within a week from date of issue oi specifications. COBBESPONDENCE "Was read from Mr. John Smith, Manaia, asking, Was a gate on Sutherland's road authorised, or was it an obstruction ? On reference to the rate- ro 12, the name dvi not appear upon it, and the letter was therefore ordered to lie on the table. Letter from seven ratepayers at Okaiawa, asking that a bridle road should be constructed leading to the Waingongoro, and that Division road should be extended. It was resolved, on the motion of Mr. Sutherland, that the engineer examine and report on the work required, both on Burgon's and Division roads. re the Kaupokonui foot-bridge, to which no reply had been received. He also explained that in. respect to the TangeT to impound stock, he had accepted Mr. Blennerhasset's tender, the billet having been declined by Messrs. Higginson and Power. The chairman was empowered to appoint any applicant, if Mr. Blennerhasset should not carry out his undertaking.

Mr. Dingle moved, and it was carried, that Twigg's road, leading to section 108, block VII., be formed ; also, that Hughes' road, leading to section 15, block VII., be formed; the engineer to prepare plans and specifications, and call for tenders without delay. The Board then went into committee to open tenders. Tenders for the valuation were received from Messrs. Mcßae and Maysmor, A. E. Langley, and Bryant. The committee TbgorkeA bhab they had not accepted any of the tenders.

Tenders for 27 chains formation on Mitchell's road were as follows : — T. Carroll (accepted), ss. lid. per chain; R. Butler (declined), 11s.; Brikett, 125. ; Kearns, 10s.; J. Monry, Bs. 8<3.,H. McDevitfc, 7s. 9d. ; W. Bleunerhasset, lls. 9d. ; J. Kearin, 7s. 6d.

For Kearin road, for cuttings and embankment: — J. Carroll (accepted), £13 10s"; H. McDeyitt (declined), £29 18s. ; R. Day, £32 155. ; Yickery Bros., £30; J. Kearin, £34 10».; Murphy, £38 155. ; D. Leitch, £44.

The Chairman and Mr. Inkster were appointed to accept tenders, if within the engineer's estimate, for Burgon's road, extension of Dawson road and Inaha road, Hughes' and -^ TK %o «?ad\ on n date to be arranged, by the engineer, a week after plans had been issued, all the tenders being for small amounts and on works which were needed shortly. On the motion of Mr. Dingle, it was resolved / that tenders be called for gravelling two miles oi: Manaia road, leading to the bush, and that authority be asked for £500 for the work, tenderers to be allowed to state a price for the whole work or for sections of 40 chains only. Also for £200 for gravelling about 50 chains of cutting and embankment on the Mauaia- Normanby road. The Board agreed that it would be necessary to enter into some agreement for a valuation, without delay. The names of several competent persons were agreed upon ; these were at qtvgq communicated with. Th& Boavd ultimately agi'eed to accept Mr. Langley's offer to prepare a valuation list, in accordance with the conditions, for £30 ; the valuation to be completed on the Mth January, on which date the Board would meet to inspect and examine the roll. The Board adjourned at 7 p.m.
