LONDON, October 6. The Bank of England has raised its rate of discount to 5 per cent. The market rate of discount has advanced to 4£ per cent., and the Bank rate is 4 per cent. The market for Adelaide and New Zealand breadstnffs show no change in prices.

Telegrams received to-day from Pretoria announce that the Volksraad has concluded its consideration of the report of the committee appointed to decide upon the ratification or roj&ctiou of the Transvaal convention, and it has further transpired that, in accordance with orders of the Volksraad, President Krnger has telegraphed to the Imperial authorities in London that it has been decided that the convention is contrary to the spirit of the Lund River Treaty.
