SYDNEY, Yesterday.
A carpenter who has lately been working at a house in Lower George street, opposite the residence of Ou Chong, a Chinese merchant, whose child has been suffering from wnall p/ox, has caught the disease. He resided with fourteen otherpersons in a house at Surrey Hills. The house has been quarantined by the police, and the neighbors are leaving the locality.
Another European has also been attacked with small pox. The sufferer resides in Cumberland street, some little distance from the scene of the first outbreak, at the residence of Ou Chong, in George street. Alarm throughout the neighborhood and city generally is increasing. Small pox is increasing. Two fresh cases are reported to - day. Rigorous measures are being adopted to arrest the spread of the disease. MELBOURNE, Yesterday.
In the Legislative Assembly on Tuesday night, on behalf of the Opposition, it was announced that the Legislative Council were prepared to reduce candidate's qualifications to be provided by the Beform Bill to £400, and to withdraw its demand for two Ministers in Council ; it was also willing that elections of members of Council should take place on one day, to prevent plural voting. Mr. Earnsay, in his speech following this intimation, strongly urged the Government to agree to another joint conference of committees of the two Houses, to agree, if possible, to a compromise in regard to the Bill. Finally, Mr. Berry stated his acceptance of the proposal, despite the protests by several of his supporters and members of the Corner Party. The Committee of the Assembly will comprise Messrs. Berry, Vale, Nimmo, Hall, Earnsay, Wrixon, and Sir Bryan O'Loughlan. It is expected that a favorable result will be arrived at by the conference.

The Reform Bill, framed on the basis of the proposals for a compromise made by Mr. Ramsay, and adopted by the Conference of the Joint Committ.'es yesterday, was passed through the Assembly and Legislative Council last night. Great satisfaction is expressed on all sides at the agreement come to between- the two Houses.
