"I"'P to tiie end of July last, more than 5000 persons had been directed into essential industries while more than 2000 essential workers who would ordinarily have left these industries wore prevented from doing so in terms of the national service emergency regulations. In order to ensure that these and related measures for rationalisation and re-organisa-t ion <*;f industry, and mobilisation of the Dominion's latent labour resources, are carried out with the maximum of effectiveness, the War Administration has plans in hand at the presen-f time involving a complete examination, .of indusiries and services. This examination will be merely the prelude to a further acceleration of measures designed to meet, the needs of ihe armed forces while at the same lime maintaining tho.-e industries and services which are essential to the community.'' • ; -
