The Japanese Foreign Minister, Hr. Arita, speaking at a meeting of local, governors yesterday, declared that Japan was unable to ignore the British approaches to .Russia. He added that the AntiComintern must be strengthened to allow Japan to cope with future international situations. The Manchukuo Government has ear-marked 12,500,000 dollars to construct roads, railways and canals near the northern frontier. It is stated the expenditure will eventually reach 250,000,000 dollars.
