APPEAL TO UNION LEADERS (By Telegraph-Press Assn.-Copyright) Received Tuesday, 7.5 p.m. LONDON, March 21. The Daily Mail says that a great armament speed-up is foreshadowed in the invitation of the Defence Minister, Sir T. Inskip, to 36 shipbuilding and engineering unions with a membership of 500,000 throughout the country to meet him on March 24 to discuss- the labour shortage problems, whicn are understood to include the production or' labour from other industries, training of unskilled and semi-skilled workers and the relaxation of the apprenticeship scheme. The Trades Union Congress will discuss these and similar issues at a special meeting on -March 22.
