MW PARTITION OF AFRICA FEARED.
CAUSES DEEP- CONCERN

Mr .Tewater said a new partition of Africa by European powers was greatly to be feared as such a partition * outside the League's covering blanket is fraught with danger and the menace of the black races going to -war with the consequent reversion to barbarism. He referred to the long memory of the black man and said “Africa never forgets and never forgives injustice." The South African Government and all its peoples, black and white, viewed with deep concern the relentless march ■ of the disease of wat. He paid a warm tribute to the renaissance Mussolini had achieved in Italy and asked him to pause at the eleventh hour. The session adjourned until to-morrow.
CONSCRIPTING BLACKS IN AFRICA MIGHT CAUSE OVERTHROW OF EUROPEANS. (Received This Day, 9.45 a.m.) LONDON, Sept. 13. The Associated Press Geneva correspondent says the mystic quality of Mr Tewater’s speech deeply impressed the Assembly, notably his reference to the black man's long memory of injustices and warning that the attempt to conscript the black, in Africa might result in a rising for the overthrow of Europeans as was done before. The speech carried all the more weight in view of Africa's trade relations with Italy.

Laval’s speech is: “We quite understand Laval’s position and appreciate his friendship for Italy, but we shall go ahead as before and the sailings of troops will continue. In the meantime we await with interest any proposals of the committee of five.” .Public, opinion has become increasingly nervops during the last few days.
ORDER TO MOBILISE TROOPS WITHHELD.
(Received This Day, 9.45 a.m.) ADDIS ABABA, Sept. 13. The order for mobilising 750,000 troops is withheld at the suggestion of European advisors pending the Geneva discussion.
