'♦CONSERVATIVE DICTATORSHIP" IMPERILLED. STORMY ELECTION IN PROSPECT (By Telegraph-Press Assn.-Copyright) Received Thursday, 9.40 p.m. r OTTAWA, July 10. With indications that the general election writs will t>3 issued not later than September 9~ Canada is preparing for probably her most interesting yet confused political fight in a generation. A series of by-elections culminating in the resounding defeat of the = Conservatives in New Brunswick, indications that at least five members of the Bennett Cabinet as well' as 20 others of the rank and file in the Conservative Party will not seek re-elec-tion, and, finally, Mr Stevens' defection, indicate that the "Conservative Dictatorship" of the House of Commons is drawing to an end. The Senate, with 1G vacancies to be filled by Mr Bennett, and with over a third of the Senate appointed by him during his five years of office, seems certain to. remain Conservative for many years. It is believed Mr Bsnnett will lose ground principally because of the ■wide dissatisfaction over his failure to implement the Reform programme, otherwise known as Canada's "New Deal, ""which was strongly advocated in a special investigation which Mr : Bennett carried out. Mr Stevens has now definitely anr - nounced that he will head a fourth party composed probably of Leftist - Conservatives, dissatisfied Liberals and /' enemies of Mr Bennett. It is considered likely as a result of the Conservative split that the Liberals, under Mr Mackenzie King, will derive whatever "benefits may accrue. The non-partisan groups are calling v for a National Government to rescue £Janada from her present economic position, but it is not considered likec ly the various dissident political groups can" easily be induced to reconcile their differences.
