Moratorium Proclaimed In North Dakota

PROTECTING THE DEBTOR. / -—■ ■ NEW YORK, March 20. A message from Bismarck, capital of the State of North Dakota, states that Governor Danger to-day proclaimed a « moratorium on the -obligations of business men to their creditors. The moratorium, which expires on July 15, declares it unlawful to levy upon or attach for debt any stock, merchandise, shop equipment, furniture or fixtures. The Governor also declared it unlawful to oust an owner from a farm until he had “full opportunity to secure the benefits of the Act of Congress relating to the re-financing of farms.’ 7
