INCIDENT IN THE CHOOSING OF NEW PREMIER. Received Sunday, 7 p.m. HAVANA, Sept. 8. Three hundred Cuban Army officers ■were ousted by the troops on Monday and held virtual prisoners till Friday night in the Hotel • National, thus diverting attention from the attempts of the executive commission to select a new President of Cuba. Machine guns were trained on the building. PRESIDENT PROPOSED! Received Sunday, 7 p.m. HAVANA (Cuba), Sept. 9. Dr. Rammon Gau San Martin, a former - University professor, has been named President of Cuba by members of the Junta which last week took over the Government from Dr.- Carlos, de Cespedes. ' v
