ANOTHER CAUSE OF IRRITATION Received Mondav. 9.50 p.m. TOKYO, July 10. A Japanese destroyer failed to arrive in time to intercept a Soviet guardship escorting to Petropavlovsk the Japanese fishery steamer Kotohira Maru, which was arrested on Saturday. The naval authorities are investigating the matter and have already ascertained that the Kotohira Maru was outside tue Kamchatka territorial waters at the Lime of the seizure.
