RTJSSO-JAP RAILWAY PARLEYS OFF FORCIBLE MEASURES THREATENED Received Sunday, 10.30 p.m. KOBE, July 9. The parleys for the sale of the Chinese Eastern railway have reached a deadlock because Russia Russia asks 250,000,000 yen and Manchukuo offers 50,000,000 yen. In the event of negotiations not being resumed Manchukuo will take possession of the railway forcibly, besides blockading the present termini. The Japanese Foreign Office has assented to this proposal.
