CYCLES WITHOUT LIGHTS.
(To the Editor.) Sir—At last the Borough Council have decided to enforce the water bylaw and prosecutions, we understand, are to ibe made in cases where waste is taking place or extravagent use being made on the supply. Necessity was responsible for the enforcing of this one of the many dead-letter by-laws in existence-here. I would like to draw the attention of the proper authorities to another by-law that should be strictly enforced before the "damage is done." I refer to cyclists on footpaths and cycling without lights, the latter being a very dangerous practice and a menace to both pedestrians and motorists alike. Cycles without lights are a far greater worry to the motorist than straying stoekj especially on bitumenized Toads, .and it is apparent from the large number of unlighted cycles seen in. Levin every evening that no efforts is ibeing made to enforce the law. In the event of an accident between a car and an unlighted cycle the cyclist must invariably come off second best, but the motorist would in all probability be called upon to shoulder the manslaughter charge. In fairness to motorists and pedestrians as well the law in respect of unlighted. cycles should be strictly enforced and I trust, sir, that we may yet see such steps taken in the near future. —Yours, etc., BATEPAYER.
