The draft commercial treaty with Manchukuo is expected to be concluded early in February. It provides for the improvement of the judicial system arid reaffirms the open, door policy but stipulates for reciprocal clauses regarding special imports and exports for mutual benefit. It also provides for the extension of the Japanese rights of leasehold under the 1915 treaty to the whole of Manchukuo and also for reciprocal freedom of /travel, residence, business and inland navigation and for the exchange of consuls.
