Received Tuesday, 9.50 p.m. WASHINGTON, Sept. 5. Mr. Charles Stone, chairman of the United States Farm Board, announces that all wheat and cotton controlled by Governmental stabilisation organisations and the American Cotton Co-opera-ttve Association will, be withheld from the market until next year. Some 2,000,000 bales of cotton are being re-financed through the Reconstruction Finance Corporation, while wheat stocks, which wall not aggregate less than 3,000,000 bushels, will not be sold unless to some foreign source which would not normally be in the market for United States wheat.
