Premier Stevens announced that his Excellency the Governor, has agreed to the appointment of 17 additional members of the Legislative Council to ensure a majority to give effect to the Cabinet’s policy. The Stevens Programme Received Tuesday, 9.45 p.m. SYDNEY, Sept. 6. With traditional ceremony the New South, Wales Parliament opened to-day. The Governor’s speech set out the legislative programme of the- Stevens Government, which will be confined mainly to urgent measures affording the relief which the present economic con : ditions demand, particularly in the direction of stimulating re-eanployment. The tendency towards improvement in commodity prices overseas is regarded as a matter of gratification. The Government anticipated an appreciable impetus to export trade from the Ottawa agreements and from the forthcoming World Economic Conference. Legislation would include measures' fixing a standard working -week in various industries, promoting better relations between employers and employees, generally lightening the burdens of the primary producers, extension of the moratorium, and provisions for the extension of powers to municipalities to acquire and provide land for small holdings.
