Fixed formation of the scrum has caused many abuses. British for■ward play has deteriorated since the introduction of fixed formations, causing exasperating delays and creating much scheming in the scrummages.. The circular criticised referees failing to penalise scrummage irregularities. Players must be ordered off for persistent offences.
