The International Rugby Board has issued a thousand-word circular to players and referees “in order to retain the spirit and traditions of Rugby, owing to non-observance of its principles.” The circular condemns over-speciali-sation in the scrummage, as leading to serious deterioration in the forwards ’, play. Fixed formation of the scrum has caused many abuses. British for■ward play has deteriorated since the introduction of fixed formations, causing exasperating delays and creating much scheming in the scrummages.. The circular criticised referees failing to penalise scrummage irregularities. Players must be ordered off for persistent offences.
