Mr Thomas road the proposals to ,a specially-summoned meeting of the League Council at Geneva. After the delegates had expressed their attitude, M. Tardicu, the Chairman, in adjourning ,the meeting, said its purpose, which was to associate the Council with the action of Britain, Franco, Italy and the United States, had been attained.
