The Chinese and Japanese delegates .again faced each other at the public ■session of the League Council and mutually disclaimed responsibility tor ■ "the events in Manchuria. * The debate centred round .the Japanese proposal for sending a League ► Commission of Inquiry. M Yoshizawa Stipulated that the • commission should not be empowered to intervene in iSino-Japanese negotiations or supervise military move ments. Subject to such 1 stipulations, -Japan was prepared to carry out her intention of withdrawing within the railway zone with the least possible delay. . Mr Sze' insisted that Japanese military occupation in violation of the League covenant, was the crux of the ■ situation, and that withdrawal was only solution. China was willing tc accept neutral co-operation under the auspices of the League, guarantee- , ing Japanese lives and property. She ►could not agree to the despatch of a commission of inquiry except on the basis of the immediate withdrawal of the Japanese troops. M. Briand said that the commission contained the germ of the solution of a desperate position. It was most important that further bloodshed should not occur before the arrival and during the presence of the ,commission. The Council would privately consider the constitution and scope of the commission.
