Cr. Curran, jun., suggested that the Council should procure material and build one. In reply to Cr. Hyde he said they would have to build one that was presentable. Cr. Radford was of opinion that a portable box was not advisable as larrikins would always be removing it. He recommended procuring the small building that the .School Committee had for sale. This would require little alteration and could be purchased for 355. It should be made a fixture.

On the motion of Cr. Hyde, seconded by Cr. Hook the matter was left to the Reserves Committee with power to act. GENERAL. PROPOSED* HEAVY MOTOR VEHICLES REGULATION'S.

The following draft of the proposed heavy motor regulations forwarded by the Transport Commissioner was submitted by the Town Clerk, who stated that it had been decided to dr--culate at this juncture those parts of the regulations dealing mainly with road protection as it is considered that these are in urgent need of review:; — Tyres.—As a result of investigations into impact it has been ascertained that, so far as solid tyred vehicles are concerned, the thickness of the rubber tyre is the most vital factor, in lessening impact, and it is, therefore, proposed to increase the minimum thickness of any non-penumatie rubber tyre. It is also proposed to give a 50 per cent, increase all through the scale, so far, as gross weights are concerned, to the multi-axled type of heavy motorvehicles. This proposal is based on investigations into impacts of motorvehicles of the two-axle and multi-axle type, and it will be noticed that the axle loaids proposed to be allowed to the latter are considerably below those allowed to the former. It is also proposed that all classified roads shall be identified by regulation classification signs, the cost of which will be small. There are two types —Class X and Class Y—the class X signs (indicating a greater permitted (speed for that road) to be used only with the consent of the Minister of Transport, and to be used on the higher type road Surfaces as set out in the regulations. The existing speed-limits for heavy vehicles have been in force since 1925 and since that year great improvement has been made in the tyring and springing of this class of vehicle. It is felt that '’onsiderable alterations could be made to the uermitted speeds of the pneumatic tyred vehicles without materially increasing road damage. Each heavy motor-vehicle should carry an identification disc attached to the number plate, indicating the class to which such vehicle belongs, and it is hoped that this proposal will materially assist traffic officers and road controlling authorities generally in enforcing weight and speed restrictions and also in collecting heavy traffic f£fe£.
