WARNED OF DANGER FROM * RUSSIA (Received Sunday, 5.5 p.m.) BERLIN, Sept. 24. A friend of Herr von Maltzan discloses that the latter persuaded the ex-Kaiser to sign the renunciation of the throne after Germany's collapse i.n 1918. Von Maltzan th'en secretary to the Legation at the Hague went to Amerongen at the orders of the. German Government to urge the Kaiser to abdicate. After waiting three days he wearied and told Count Bentinck he would leave, whereupon the Kaiser met him and exclaimed: "So you are one of tho scoundrels of the Foreign Offlqe who misled and deceived'me." Von Maltzan hotly repudiatd the undeserved reproach and recalled that he had often warned the Kaiser from Peking of the danger of a Russian embroilment. The Kaiser reflected, shook hands, , and invited Von Maltzan to enter his study where he signed the decree. i
