FRANCO-RUSSIAN DEBT.
RUSSIA NOT SINCERE IN NEGOTIATIONS.

De Monzie, president of the French Committee negotiating a settlement of the Franco-Russian debts, publishes correspondence proving the untruth of Litvinoff’s pretension that an agreement was reached and showing that the Soviet in March laid down final conditions of settlement. De Monzie replied, that they are no different from former offers. He twice requested new proposals but without effect.,
De Monzie admits he agreed to the principles on which a possible settlement could be reached including an annual payment by the Soviet of sixty million gold francs, but the Soviet’s insistence on large commercial credits nullified the agreement, while compensation for sequestrated properties was not considered.
