Le Journal states that the breakdown -of the Geneva Conference is due to the United States, which has been preparing to secure naval supremacy at small cost. The United States’ imperialistic .ambitions were first manifested in the war with Spain, and had grown throughout the country without a halt. Richos accumulated during the war had placed the United States in a position ■comparable with that of Germany just before the war. Le Matin considers that the ideal of limitation of armaments should be applied in all military matters in each ..country.

The Deutsche Zeitung describes the •Conference as a comedy foredoomed to failure, and remarks that the only re.sult is. the retention o!f the old naval programme and consequently possible fierce nayal competition.
