FULL TIME IN COTTON MILLS
BUT NOT BECAUSE OP PROSPERITY. (Received Sunday 7 p.m) LONDON, Dec. 18. The decision is stated to be due more to lack of unanimity in observing the short time agreement than to a return to prosperity.
