Senator Johnson attacked the SkU-hara-Morris agreement, which he said meant' that the United States and Japan agreed to repeal the California law and prohibit the passage of similar laws contemplated) in many Western States, and the administration of the new ‘‘gentlemen’s agreement,” which could be just as loosely administered as the old “gentlemen’s agreement.” Secretary Colby, answering Senator Johnson’s attacks, declared the latter had arrived at an erroneous assumption concerning the trend) and purpoit of the Sidihara-Morris conversations, and, at all events, nothing would or could he don© without the Senate s consent.
