New Constitution Desired EDMONTON, April 7. The legislature was prorogued after , the Premier, Mr W. Aberhart, had explained that the Social Credit Bank resolution paves the way for Alberta to request Ottawa to amend the British 1 North America Act, Canada’s Const! ’ tution, to permit the province to tier up a bank which may later become a State Social Credit house. Another Bill permits the recall of i. member of the legislature if sought by two-thirds of the constituents. The establishment of Social Credit, , with the promised payment of 25 dol- t lars a month dividend, was left to a ' commission to report on its feasibility. [
