“France Does Not Understand” PLAN WILL BE CONSIDERED (Received 9, 1.25 p.m.) BERLIN, April 8. An official of the Foreign Office described the French document as addressed to world opinion and to the French electorate rather than to the Governments of the Powers concerned. “It shows,’’ he said, “that the French do not yet understand the problem under discussion.’’ Referring to the question of whether Germany had given up her claims to Memel, Danzig and elsewhere, the spokesman said: “Considering all we have offered the world should not be disquieted.” fie added that Germany was willing to examine France’s Europ-stn plan, but expressed the opinion that the proposals were net much more than a compilation of Mr Eden's, some of •which had already proved impractical. “The European committee i’ a splendid idea, Fut is it adapted to life?” he commented.
