Newfoundland Disapproves
(Received 12, 10.10 a.m.) ST. JOHNS, Sept. 11
The Commission Government of Newfoundland to-day disapproved of plan* laid before it by the St. Johns municipal council to supply funds for charit? and civic improvements by lottery. The Commission Government threatened legislative action to prohibit such a course if necessary.
