(Received 17, 10.10 a.m.) LONDON, March 16. “The Times’’ Peking correspondent states that an uneasy situation again prevails in Eastern Charhar, where the Japanese, in addition to sending troops to reinforce those already stationed in the Kuyuan district, nave transported large quantities of military supplies from Jehol during the past few days. Consequently General Sun Cheh-yuan, chairman of Charhar, is coming to Peking for a conference with the Chinese military authorities. It is generally expected that the sequel to Pu Yi’s enthronement will be tl it the Japanese win attempt to bring Inner Mongolia into the so-called Mauchukuo-Tokio fold. RUSSIA AND JAPAN 'War Not Inevitable” LONDON, March 5. Tn spite of foreboding prophecies from abroad and the obvious military preparations, experienced foreign observers in Japan say that they do not believe that war between Russian and Japan is inevitable, the Tokio corre spondent of the “Times” states Japan, unobstructed by Russia, has acquired a position in Manchuria regarded as essential to her progress and security. Consequently, with Japan at peace, military influences are waning. Japanese regard Vladivostok as the biggest danger. With its great salient thrust clawlike into the inland sea, its aeroplanes with bombs in a few hours could scatter death on Tokio and other cities. Japan undoubtedly has built, and is building, railways and ports which will eventually economically develop the riches in the north. The risk of frontier clashes arising from Japan’s bandit raids has grown remote or it is premature because most Japanese have accepted the policy of diplomatically settling disputes, favoured by the Japanese Foreign Minister, M. Hirota.
