LOW BIRTH-RATE
England and Wales (Received 13, 12.15 p.m.) LONDON, March 12. England and Wales recorded the low est birth-rate for the fifth successive year—sBo,Bso live births, 496,550 deaths, increase of population 94,300. The annual birth-rate was 12.8 and the death-rate 12 per thousand.
