The divisional leader, Sir Andrew Russell, presided over representatives from all centres. A comprehensive plan dealing with system ot government, both local and central, was considered in detail by tho meeting and all tho amendments obtained lor consideration at the National Council with a view to the promulgation, at an early date of the proposals of the Legion in this regard. The meeting was definitely of opinion that the setting up ot regions for electoral purposes was essential, ami tho establishment ot district regional councils for the correlation of ail local boiky administiation, subject to the continuance of such existing local authorities as in various regions, might be considered necessary or desirable and, in fact, essential to the proper and more economical administration ol the affairs of the Dominion. It was recommended that immediately u|kiii the adoption ol the general principles divisions should be requested to consider how and m what stages the proposed changes should be brought about. Reports were received from centres showing that generally speaking the Legion was functioning actively, particularly in Havelock North, where Professor Fisher’s stamp scrip scheme was being attempted to be brought about by way of practical experiment. Matters relative to the organisation of the division were considered and an active plan of campaign was adopted.
