HASTINGS BOROUGH COUNCIL. NOTICE OF SPECIAL ORDER. Notice is hereby given that at a Special Meeting of the Hastings Borough Council, held on the third day of April, 1933, the following Resolution was passed:— “That the Council of the Borough of Hastings hereby makes by way of Special Order, the following By-law under and by virtue of the provisions of ‘The Municipal Corporations Act, 1920,’ ‘The Health Act, 1920,’ ‘The Public Works Act, 1928,’ ‘The Motor Vehicles Act, 1924,’ ‘The Cemeteries Act, 1908,’ ‘The Libraries and Mechanics Institutes Act, 1908,’ ‘The Public Reserves, Domains and National Parks Act, 1928,’ and ‘The Salo of Food and Drugs Act, 1908,’ and the Amendments thereof respectively, and in pursuance of all other powers (if any) enabling the Council in that behalf. The said By-law shall apply to the whole of the Borough of Hastings.’’ This By-law may bo cited as “No. 1 By4aw (1933) of the Borough of Hastings.” The object and purport of the By-law is as follows:— PART I. SECTIONS 1 to 5. Repealing of the existing By-laws of the Borough and making new Bylaws. Interpretation of terms and expressions in the By-law. Providing for method of giving Notices. Providing for the Issue of Licenses. Providing penalties for breach of any of the Provisions of the By-law. Copy of By-law may be obtained. Providing for date of coming into force of By-law. Specifying persons who may be guilty of breach of By-law. PART 11. SECTIONS 6 to 25. DRAINAGE AND PLUMBING. Requiring that proper drainage for sewage and waste water bo provided for every building, and that proper provision be made for carrying off rain water; that sub-soil be drained where dampness exists; no drainage or waste matter to lie or soak from drains, etc., so as to be offensive; that no cess-pools be allowed; that proper domestic water supply be provided; generally making requirements for drainage and prohibiting insanitary conditions. Making provision for the licensing of drainlayers. Providing that drain work be affected by licensed Drainlayers. Providing conditions as to the issue of permits for drainage, plumbing, or sanitary work and other matters connected therewith, and fixing fees payable to the Council for examination of plans and particulars of works and inspection of works. Laying down specifications and conditions for drains. Providing for licensing of plumbers that certain works only to bo done by licensed plumbers and that plumbers to comply with provisions of By-law. Making Specifications and Conditions for the setting-up, fixing and jointing of sanitary appliances and fittings and their connections, and the kind, quality, and strength of materials, to be used for plumbing work, and other matters affecting sanitation. Providing that sanitary accommodation bo provided for premises and specifying the number of water closets to be provided for different classes of buildings and when privies to be removed. PART 111. • SECTIONS 26 TO 99. PUBLIC HEALTH, INCLUDING NUISANCES. Providing for the prevention and abatement of nuisances, making provision for the burial of nightsoil, for regulating or preventing the keeping of animals, poultry, etc., and generally for the prevention of nuisances and in particular in regard to night-soil; accumulation of offensive matter; refuse, rats and vermin; flies and mosquitoes. Making provisions, restrictions with regard to fencing allotments, pollution of streams, stagnant water, keeping of animals, poultry houses and manure. Regulating and Licensing of Secondhand Dealers. Providing that no person shall establish within the Borough any “offensive trade” as defined by “The Health Act, 1920,” without permission of the Council and Medical Officer of Health, and offensive trade not to be carried on except in premises licensed by Council and specifying requirements as to premises and payment of license fee and making conditions. with regard to carrying on of offensive trades. Making special conditions with regard to noxious trades of all descriptions. Making conditions governing laundries, cleaning establishments, and dyeworks. Providing for the licensing of barbers’ and hairdressers’ shops, and fixing license fee in respect therewith. Making provisions governing dwellinghouses. Providing for the licensing and fee, also general conditions governing Tenement and Lodging Houses. Making conditions and rules in relation to the sale of food and its protection from contamination, and making specifications for buildings where food is prepared or handled and requiring certain premises where food is prepared to be licensed. Making regulations for securing the cleanliness and freedom from contamination of cordials, syrups, aerated waters and beverages, and in connection therewith requiring tlio licensing of premises and making regulations for the ’sale, manufacture and storage of the same Providing for regulations, inspection and conduct of Eating Houses and the registration thereof, and making rules with regard to the cleanliness of the same and the utensils and articles used therein. Providing for the cleanliness and freedom from contamination of icecream and ices and the licenses of premises where the same are manufactured, stored or sold. Providing for the cleanliness and freedom from contamination of meat and fish; the licensing of shops, and making specifications for such shops and otherwise making provisions and rules regarding the storage and sale of same.
