SOVIET DECISION. (“Times’’ Cable.) RIGA. April 9. A special decree has teen issued dismissing M. Bogushensky, chief editor of the official organ of the heavy industries, soon after the publication of the Soviet decision to develop trade with countries other than England and Germany. M. Bogushensky’s disclosures included an exposure of the mishand ling and losing of -costly -imported machinery fastories’ refusals to accept Soviet-made equipment, and also the assertion that half the output of the Soviet metalworks was mere scrap. NO GERMAN HINDRANCE. MOSCOW, April 9. Tho German Ambassador, Herr von Dirksen, informed M. Litvinoff that Germany would not hinder Soviet economic organisations. He hoped that they would discontinue their uonnec ' tions with German Communists. M. Litvinoff denied any connection and , disclaimed responsibilities for private political activities.
