UNITED STATES PROBLEMS.
Mr H. R. French writes at length his views concerning problems facing the United States, expressing the opinion that Mr Roosevelt has better opportunities for putting his plans into operation than were enjoyed by Mr Hoover, whose efforts to reduce expenditure were thwarted by a hostile Congress.
Referring to the war debt question, Mr French writes: “What has blocked war debt review is tho great expenditure upon preparation for future wars by the debtors of tho United States. Tho pressure of the States for a substantial decrease in armaments is the kind of bargaining the world requires. So is the urge for more equal monetary standards and decreased tariffs. Few recognise that the unjustifiable raising of our exchange to 25 per cent, is an act of war against American trade. Some may reply, ‘What of that?’ Well, world co-operation is simply impossible if countries take a delight in hurting one another. ... An administrator who would neglect to bargain to remove such inequities would not be a statesman but a fool.” Mr French goes on to say that Mr Hoover’s wish for world co-operation was thwarted at every turn. On the other hand, Mr Roosevelt and his party are pledged to such co-operation. The heavy demand made upon our space at the present time prevents us from publishing Mr French's letter in full.—Ed.
