BILL IN THE COMMONS. FIRST READING PASSED. (Received 9, 1.30 p.m.) London, March 8. The House of Commons passed the frst reading of Mr G. Mander’s Bill to establish a National Industrial Council comprising 100 • representatives, including employers, employees, 40; members of Parliament, 20; and peers, 46, all ex-officio —the council to advise Parliament on all industrial matters and act as a conciliation body in disputes. Mr Mander is of opinion that such a codneil would be a real advance in the maintenance of industrial peace.
