CANADIAN TROOPS
MOVEMENTS ABROAD IN TIME OF WAR. PARLIAMENT TO APPROVE. (Received 8, 10.15 a.m.) Ottawa, March 6. Canadian troops will not leave the country for a theatre of war. until Parliamentary sanction has been obtained, the Prime Minister, Mr 11. B. Bennett, and tho Liberal leader, Mr Mackenzie King, agreed in the House of Commons to-day. The broad subject of troop movements during war was introduced when the Prime Minister sponsored a Government Bill respecting the command, discipline, and attachments of Commonwealth forces when serving together. Mr King took the view that the Bill would permit the Minister of National Defence to mobilise troops without the authority of Parliament, and also to place Canadian troops under a single Commonwealth command without Parliamentary sanction or legislation. Mr Bennett said that the Bill had no war application. The main object was to provide for the discipline and internal administration of visiting Commonwealth forces when present in < Canada.
