ORDINANCE BILL PASSED. MAINTENANCE OF ORDER. Delhi, December 16. With the Legislative Assembly passing the Ordinance Bill to obpe with civil disobedience, the Government is now fully armed with powers sufficient to prevent the country being thrown again into, turmoil while the new constitution is being made. The Government’s firm policy has put new heart into the moderates who are likely to give a good account of themselves in the elections. Under the new constitution few Indian politicians believe the Congress party will repeat the mistake of the 1921 and boycott the first elections There is no truth in rumours that the Government of India has boon making peace overtures to Gandhi.
