JAPANESE PROPOSAL. SYMPATHY IN AMERICA. Washington, Oct. 26. Pending official information, officials Beeline to discuss Japan's disarmament proposal, which, however, will be ■ympathetically studied. Although the Government favours the curtailment of offensive armaments, Mr Hoover, in ■ubmitting his reduction plan last March, made it clear that he would not be prepared to throw open the Washington and London naval treaties to Teviston unless there was an undertaking for a substantial reduction in the ■rmies of Europe.
