BY TAXIS ON SHOW DAYS. TRANSPORT REGULATIONS EXPLAINED. Regarding the question of taxis plying for hire to shows, races, etc., raised at a recent meeting of the Hastings Borough Council, the Transport Commissioner wrote in reply pointing out that so long as the taxi was hired as a whole, and separate fares were not charged, it would not come under the provision of the Act. It was only when a vehicle encroaches on the field of transport governed by the Act, i.e., when separate fares were charged, or a vehicle was used regularly on definite routes, that it came within the licensing requirements of the Act. On the question of special trips by licensed omnibuses, the Commissioner wrote stating that it must be appreciated that in many cases licensed road passenger services were competitive with each other or with other forms "of transport, and that in regulating this competition in the interests of the public the times tables fixed by the licensing authorities are generally an important factor. In any case, when an operator was accustomed to run special trips to such functions as dances, concerts and similar functions, it would be possible for him to have a term inserted in his passenger service license permitting him to do this, and thus ahviate the nooessitv of obtaining a temporary license for each such trip. Both communications were received.
