EFFECT OF AMENDMENTS NEW ZEALAND UNION’S VIEW. STIPULATION FOR HOOKING Wellington, March 81. “The committee heartily approves of most of the amendments Out is concerned about the alteration regarding the hooking of the ball in tlw scrummage, which may affect our traditional formation of 2—3—2,” states the annual report of the New Zealand Rugby Union. “The stipulation regarding hooking has been the subject of several communications with the Rugby Football Union in England, but no altera, tion has yet been made. ‘‘The alterations to the laws of the game wore decided upon by the Inter, national Board without reference to the overseas Dominions, but in this the board was within its rights. Nevertheless it is felt that, had tne unions comprising the International Board agreed to the request of South Africa, Aust« ralia and New Zealand for a conference during the visit of the South African team to Great Britain, It would have been more in keeping with the expressed intentions of the Home unions. ‘‘New Zealand’s request for a cons ference was not acceded to, and th * draft by-laws of the commission to be set up have been received, but the a® ceptance of these has Deen held oval by Australia and New Zealand. Soutll Africa has accepted the commission without reservation. “It now appears to thq committed that th® commission should be ao. cepted, but with the reservation that overseas unions may appoint a resident delegate with full powers in Great Britain to attend the proceedings. Thg expense of sending two delegatee would bear too heavily on the Aus> ralian and New Zealand unions.”
