GERMAN PAYMENTS
A REPLY TO FRANCE. (“Times” Cable.) (Received 1, 11.5 a.m.) London, Jan. 31. Germany has paid £3,000,000,000 in execution of the Treaty of Versailles, says the detailed estimate prepared in Berlin in reply to M. Flandin’s allegations that Germany has not paid France anything approaching the cost of the reconstruction of the devastated territories.
