CHARGE AGAINST U.S.A. DIFFICULTIES IN HAITI. By Telegraph—Press Assn.—Copyright Washington, Jan. 22. The Haitian Foreign Minister, charging the United States with maintaining on the island “a financial dictatorship which is a constant source of difficulties and grave uneasiness,” has requested the State Department to permit either the establishment of a new fiscal agency for the payment of Haitian loans from American investors or steps to be taken “for refunding the loans before they fall due.” The Haitian foreign debt totals 15,000,000 dollars. The United States placed marines in Haiti in 1915 following the assassination of President Theodore. A treaty was recently concluded relaxing American control of the majority of Haiti’s civil services, but the United States asked that the marines might remain to safeguard the interests of American investors.
