CHINESE TROUBLE
FURTHER OFFENSIVE IMMINENT AGAINST MANCHURIAN HEADQUARTERS. SEAT OF GOVERNMENT THREATENED. (Received 10, 10.30 a.m.) Shanghai, Dec. 9. Urgent telegrams have been received at Nanking to the effect that the Japanese are preparing an offensive at Chin-chow, the provisional seat of the Manchurian Government and the last stronghold of the Chinese eastern proinces. The severe cold, which is preventing operations in the Heiulung Kiang area, is believed to be responsible for the Chin-chow decision. An urgent conference has been called between Nanking and Shanghai leading financiers and industrial magnates to discuss a general strike threat made by the students, who are virtually ton trolling the capital. The students are establishing a garrison headquarters in defiance of the authorities and continue to demand war, the abolition of direct negotiations with Japan, the dismissal of Dr. Wellington Koo, the departure 1 to Manchuria of President Chiang-Kai-Shek and a change in the Government’s foreign policy. LEAGUE’S RESOLUTION OONFIRMED. (British Official Wirtlaaa.) (Received 10, 12.30 p.m.) Rugby Dec. 9. The League Council met in Paris to. day in connection with the Sino-Japan-ese dispute and the President, M. Brinnd, read a resolution reaffirming the Council’s resolution of September 13 last by which the two parties have declared themselves solely bound and calling on the Chinese and Japanese Governments to take all steps necessary to ensure the execution so that the withdrawal of the Japanese troops within the railway zone may be effected as speedily as possible. The resolution provides for a meeting of the Council on January 25th, and empowers the President to summon an earlier meeting if necessary. A vote will be taken on the resolution to-morrow.
