NEW REGIME INAUGURATED. (United Frees Association—By CableCopyright.) (Received 9, 10.50 a.m.) Lima, Peru, Dec. 8. Lieut.-Colonel Luis M. Sanchez Cerro was inaugurated as President of Peru to-day before the assembles Houses of Congress. The galleries set up a din of applause and cheers. It was a triumphant return for the man who was chiefly responsible for the overthrow of President Leguia in August last year, himself being forced from power in the following March, becoming an exile for some months and being elected by the people in October on his return.
