A WORLD RECORD COLOSSAL SUMS INVOLVED. NEW BRITISH AMBASSADOR UNWELCOME. (United Preu Association—By CableCopyright.) (Received 14, 11.15 a.m.) Moscow, Nov. 13. The British United Press Moscow correspondent states that what is claimed as the world’s largest Budget was passed by the Council of People’s Commisars. It amounts to £1,139 million an increase of £339 million on last year and includes £3744 million for developing State industries, from which a revenue of £B2 million is expected, or three times last year’s income. It is estimated that direct and indirect taxation will yield £5OO million. AN UNPOPULAR APPOINTMENT. (United Press Association—By CableCopyright.) (Received 14, 11.15 a.m.) Moscow, Nov. 13. The Press does not mention Sir Esmond Ovey’s appointment as Ambassador ,at which disappointment is expressed in Soviet official circles because he is a traditional diplomat, instead of someone in closer personal touch with the Labour movement. The opinion is expressed that Sir Esmond’s regime will not assist trade development, which will continue in favour of the United States. It is revealed that the name of the proposed Russian Ambassador was sent to London some days ago to ascertain if he were a persona grata.
