AMERICA'S ADHERENCE ROOT FORMULA ADOPTED. A CONDITIONAL DECISION. (United Preu Aitoci&tion—By CableCopyright.) [Australian and N.Z. Press Association.) (Received 6, 9.45 a.m.) Washington, Sept. 5. Mr. H. Stimson, Secretary of State, announced that Mr. Elihu Root s tormula for American adherence to the World Court had been formally adopted as an administration project. Mr. Stimson stated that the Root formula met the objections of the Senate and fully protected the United States against the dangers anticipated by the Senate in adopting the five reservations to American adherence. American acceptance of the formula was conditional upon ratification by the other Court members and about a year was expected to elapse before the ratifications were complete and the formula could be submitted to the Senate.
