Four sectional reports prepared on the matter suggest giving increased powers to the Commonwealth Government. The Labour minority report recommends the aboltion of State Parliaments as at present constituted and tho creation of new States or provinces, governed by local bodies and deriving their powers from tho Commonwealth Parliament,
