The Trades’ Union Congress approved a scheme to provide capital for tho u Daily Herald” to make it equal in size to the other London morning paper. It has bsen rumoured that the scheme places iinancial control under Oldham’s Limited, a big firm of printers and publishers. Tho policy remains uchanged.
